The 230 employees of Alameda Power and Telecom who are represented by the Alameda City Employees Association (ACEA) filed unfair labor practice charges with the Public Employees Relation Board (PERB) when the City of Alameda unilaterally decide to alter terms of the labor agreement in the middle of labor contract negotiations.
