rushed deadlines for Housing element, lack of representation, and possible

Observations at meeting of Recreation and Parks Commission.
The Commission is in favor of developing Estuary Park but has no idea
how to raise the needed money. $188 million in one State fund alone.
November meeting of the League of Women Voters, Alameda. The League
listened to a weak explanation of the Housing Element. Ginni interested
the League President and former president in EPAC and obtained membership
forms. EPAC was invited to the December League Holiday party. Contact

Notes taken at meeting of the Economic Development Commission (EDC).
The Commission heard the last public report on the Housing Element and
questioned the value to low income residents. Ms. Parker thought that
not much could be done about Estuary Park unless money is raised to buy it.
Notes about the EDC meeting in which they expressed deep reservations
about the Housing Element. They put off attaching criticisms to it until
their next meeting so they can study public comment gathered so far. They
want to recommend solutions for housing and parks. EPAC comments helped.
Analysis of the proposed Housing Element and its adoption
process. Alternative plans would allow a park to be created along
the Estuary without threatening the City's plans for housing.
